Tool Lending & Delivery Service Program Fees
Program Fees
There are fees associated with using Houston ToolBank programs and services. Please take a moment to review the full fee schedule below. Members with unpaid invoices will not be allowed to place tool orders until payments or arrangements have been made. Please coordinate directly with HTB staff with as much notice as possible to avoid any delays to your orders.

In addition to Tool Handling and Delivery Fees, members may incur additional fees as a result of easily avoidable situations like missing delivery appointments, returning inventory late, broken and unusable, dirty, etc. Review our fee schedule to see examples of situations where additional fees may apply.
Tool Lending Program Fees
Tool Handling
The “Tool Handling Fee” is 3% of a tool’s retail value for each tool, per week. Fees for orders returned in fewer than seven days would be calculated for one week, between eight and 14 days would be calculated for two weeks, 15 and 21 days would be calculated for three weeks, and so on. Due at order pickup.
Rush Order
Any tool order placed with fewer than 3 business days’ notice is subject to a $25.00 Rush Order Fee if the order can be accommodated. Due at order pickup.
No Call/No Show
If a pickup appointment is missed with no notice given to the Houston ToolBank, the order will be canceled and subject to a $25.00 “No Call/No Show” Restocking Fee.
Late Order Return
Any order that is not returned to the Houston ToolBank by the scheduled date is subject to an accrued Late Order Return Fee of 6% of the tool’s retail value for each tool, per week, until the tools are returned, replaced, or a replacement cost is paid in full.
Tool Replacement or “Too Far Gone”
In the event that a tool is lost, broken, stolen, or no longer usable due to misuse, abuse, or missing parts, members will be charged a Tool Replacement Fee of the tool’s retail value. This fee does not apply if the item is broken or unusable as a result of general wear and tear.
Cleaning – Standard
Members are subject to a Cleaning Fee of $25.00 per hour required for Houston ToolBank to clean any tool(s) returned dirty. Reference the cleaning guidelines for required cleaning standards.
Cleaning – Laundering
Members are subject to a Laundering Fee of $2.00 per item that is returned unwashed. Applies to all cloth items, including table linens, safety vests, and cloth gloves. Members can avoid this fee by washing, drying, and folding items before returning. Reference the cleaning guidelines for required cleaning standards.
Delivery & Pickup Fees
***Please note that the fees outlined below are IN ADDITION to any applicable Tool Lending Program fees.
Neighborhood Tool Hubs
There are no fees associated with coordinating order delivery or pickup through our Neighborhood Tool Hubs as long as HTB policies are followed. Reference the Neighborhood Tool Hubs page for additional details.
Direct Delivery or Pickup Service
Direct Delivery/Pickup Service Fees are calculated based on mileage from the HTB warehouse to the designated address and are applied to each trip required to complete the service. There is a flat fee of $75.00 for addresses within 40 miles of HTB. For addresses greater than 40 miles from HTB, the fee is $75 + $1.25/mile per trip to your site. Due at minimum 3 business days’ in advance of scheduled service. Reference the Direct Tool Delivery page for additional details.
Delivery or Pickup Appointment Cancellation
If a scheduled delivery or pickup appointment is canceled with less than 3 business days’ notice, the member will be charged a Cancellation Fee of 100% of the Direct Delivery or Pickup Service Fee.
Missed Delivery or Pickup Appointment
Members are subject to a $100.00 Missed Delivery or Pickup Appointment Fee if they are not present and/or if they are not communicating with HTB at the scheduled delivery or pickup appointment time. This may also apply to appointment changes with less than one business day’s notice.
Insufficient Loading/Unloading Support
Members are subject to a $100.00 Insufficient Unloading/Loading Support Fee if they do not have the appropriate onsite team or personnel to unload, load, and place their orders at scheduled appointment times. When coordinating deliveries and pickups with members, HTB confirms the number of individuals required based on the truckload size of the associated order(s).
